Once out in the ocean, in International waters, the bikini clad women removed the tops of their bathing suits.

Well...someone complained. It figures.

I can't understand why people just don't leave other people alone. They were not hurting anyone, they were not taking their bikini tops off in front of anyone who was not expecting it. America has come so far in many ways,yet is also so far behind the times in others.
